Local Project Support
Engineering planning for Ajax growth and existing buildings.
Ajax projects often combine suburban commercial space, light-industrial or warehouse uses, institutional facilities and mixed-use redevelopment. Equipment additions, tenant changes and building electrification can affect both electrical capacity and mechanical plant, so existing services and shared interfaces should be checked before layouts are fixed.
Where a building permit is required, the Town of Ajax administers the municipal review. Electrical service connections or upgrades may involve Elexicon Energy; the project address and current connection requirements should be confirmed before the design basis is finalized.
For load-intensive additions, review our electrical capacity-study approach; projects replacing HVAC equipment can also use our HVAC electrical coordination guide.

Elexicon Energy Inc. (Elexicon Energy)
Elexicon Energy Inc. holds OEB distribution licence ED-2019-0128, and its Conditions of Service list the Town of Ajax among the service areas it operates, give its head office address as 55 Taunton Road East in Ajax, and ask customers to contact Elexicon to confirm service responsibility because service areas can change with OEB approval.
Under the Conditions of Service, the customer or its representative consults Elexicon on supply availability, supply voltage, service location and metering (requirements that are separate from those of the ESA); Elexicon then prepares a Customer Service Layout/Offer to Connect that confirms the available supply in writing and designates the supply point, metering location and demarcation points.
Elexicon supplies only one voltage to a customer or building; its listed secondary voltages are 120/240 V single-phase and 120/208 V or 347/600 V three-phase, new three-phase services must be 4-wire to the main switch, and the primary voltage and transformer sizing are decided by Elexicon.
Rate zone: Veridian Rate Zone.
What to prepare
- A completed Service Request Form (posted on Elexicon's website); Elexicon requires a written application on this form for any new, upgraded or temporary service
- A site plan drawn to scale showing the building(s) relative to existing and proposed property lines, neighbouring buildings, streets and driveways, with the locations of gas, telephone, water and cable services
- The civic address, billing contact details, expected energization date, service amperage, secondary voltage and proposed service entrance location
- Load information: estimated initial and maximum kilowatt demand, a single line diagram that shows the metering provisions and lists significant loads such as lighting, motors, cooling, heating and welders, a Customer Load Summary where applicable, and an electrical room layout locating the metering equipment
- Before energization: a signed contract for service, payment of any applicable connection charge, the ESA Connection Authorization for the new or modified service, and a signed Connection Agreement where Elexicon requires one

Building permits
Building Services, Planning and Development Services (Town of Ajax)
Online applications: Online Application Portal (OAP), eapply.ajax.ca; the Town currently accepts only residential-property applications on it, and other applications are submitted by email to the Town's building permits address.
Region of Durham (Durham Region)
Durham Region requires its own permits for work on Regional roads, such as building or changing an entranceway and road occupancy for construction or utility work, through its online permit application; Regional roads in Ajax include Kingston Road (Regional Highway 2), Bayly Street, Salem Road, Westney Road and Taunton Road. Regional development charges for commercial, industrial and institutional buildings (water supply, sanitary sewerage, Regional roads and Regional transit) are collected by the Town together with its own charges when the building permit is issued, apart from deferral programs the Region offers for some project types.

Planning and growth areas
The Town's Ajax GO Station Secondary Plan sets out to turn the industrial area around the Ajax GO Station into a transit-oriented community, with preferred areas for residential, commercial, office and institutional uses. Its primary study area is the Protected Major Transit Station Area identified by Durham Region, generally the lands within about 800 metres' walk of the station; Council adopted Official Plan Amendment 99 and passed the implementing zoning by-law on June 22, 2026, and the amendment still requires approval by the Ministry of Municipal Affairs and Housing.
Source: imo.ajax.caThe Town's Official Plan (October 14, 2022 consolidation) directs most intensification to the Downtown and Uptown Regional Centres, the Village Centre, the GO Transit Station Mixed Use Area and the Midtown Corridor, and expects most future employment growth north of Kingston Road along Salem Road and east of Salem Road, generally between Bayly Street and Kerrison Drive.

Who issues building permits in Ajax, and can commercial applications be filed online?
Building permits in Ajax are issued by Building Services, a section of the Town's Planning and Development Services department. The Online Application Portal currently takes only residential-property applications, so industrial, commercial and institutional submissions are emailed to the Town, and the Town's checklist for new non-residential buildings asks for sealed architectural, structural, electrical and mechanical drawings together with Region of Durham development charge forms. Please confirm current requirements on the Town of Ajax Building Permits & Inspections page.

Who connects new or upgraded electrical services in Ajax?
Elexicon Energy Inc. is the licensed electricity distributor for the Town of Ajax, and new, upgraded or temporary services are requested in writing on its Service Request Form. Elexicon connects a new or modified service only after it has a signed contract for service, any applicable connection charge and the ESA's Connection Authorization, and the Town points out that a building permit does not replace an electrical notification to the ESA. Please confirm current requirements on Elexicon Energy's Conditions of Service document.

Does Durham Region have its own permits or charges for a project in Ajax?
Yes. Work on a Regional road such as Kingston Road, Bayly Street, Salem Road or Westney Road needs a Durham Region permit, for example for a new or modified entranceway or for construction and utility work in the road allowance. Regional development charges for commercial and industrial buildings are collected by the Town with its own charges when the first building permit is issued, unless a Regional deferral program applies. Please confirm current requirements on Durham Region's Road, Filming and Banner Permits page and the Town's Development Charges & Fees page.
Can ETEM support both electrical and mechanical engineering for a project in Ajax?
Yes. ETEM can define the electrical and mechanical workstreams the actual scope requires. Each discipline's drawings are prepared and sealed by a licensed engineer, and shared loads, rooms, controls and construction interfaces are reviewed through one project workflow.
