Commercial Tenant Fit-Out in Ontario: Electrical & Mechanical Checks Before You Sign a Lease
The location works. The floor plan looks promising. But can the building actually support your business? Before committing to a commercial space, check whether its electrical capacity, HVAC, ventilation and plumbing can support the proposed use—and what needs to change before you open.

Why Review the Space Before Committing?
A commercial tenant fit-out—also called a tenant improvement or leasehold improvement—adapts a space to the incoming business. A former retail unit, office or restaurant may look ready for occupancy while its building systems were designed for a very different operation.
The practical question is not simply whether there is a panel, rooftop unit or washroom. It is whether the available systems, approved use and permitted installation routes fit the proposed business. A small clinic can introduce equipment and ventilation requirements that differ from a shop. A fitness studio can change occupancy and outdoor-air needs. A café can introduce cooking exhaust, hot-water demand and electrical loads that the previous tenant never had.
Early electrical and mechanical engineering review helps distinguish manageable alterations from constraints that may change the project budget, layout or opening sequence. It can also identify what cannot yet be confirmed without records, site access, testing or utility input. An initial review should make those limits explicit, not replace uncertainty with a promise that the space is “ready.”
A vacant breaker position is not proof of electrical capacity. A working air conditioner is not proof of adequate ventilation. Existing equipment is a starting point for assessment—not a design basis for the next tenant.
Electrical Capacity: More Than a Panel Rating
A description such as “200-amp service” is incomplete. Supply voltage and phase, feeder ratings, upstream distribution, existing demand and the proposed loads all affect what the space can support. A tenant panel may be fed from shared building equipment with constraints that are not visible inside the unit.
Start with an equipment schedule covering HVAC, cooking, refrigeration, hot water, specialty equipment, lighting and general power. Record electrical nameplate information where available and distinguish existing equipment that remains from loads being removed or added. Equipment voltage and phase must be compatible with the available supply; spare amperage alone does not resolve an incompatible connection.
- Trace the supply. Identify the meter, tenant feeder, distribution panels and relevant upstream equipment. Confirm ownership and which other tenants or common areas share the supply.
- Establish the existing load. Review reliable drawings, panel schedules and demand records where available. Confirm whether the records represent the current installation and operating conditions; monthly energy totals alone do not establish peak demand.
- Evaluate the proposed load. Apply the relevant design requirements to the actual equipment and operating scenario. Check local distribution constraints as well as overall service capacity.
- Define the change, if needed. Distinguish a circuit addition from a feeder, panel, transformer or utility service upgrade. Identify access, shutdown and coordination requirements before treating the work as a minor allowance.

Ask the owner or an appropriately qualified electrical professional for equipment information. Do not remove covers or enter energized equipment to collect photographs or ratings for a pre-lease review.
HVAC and Ventilation: Reuse Is a Design Decision
A running rooftop unit may still be unsuitable for the new tenant. Heating and cooling performance, outdoor-air delivery, exhaust, distribution and controls are separate questions. Floor area alone does not define them: occupancy, equipment heat gains, glazing, operating hours and room use can materially change the requirements.
Confirm which equipment serves the unit, whether it is shared, its condition and available service history. Establish who controls operating hours and temperature settings. A business with evening or weekend operation should not assume that a landlord-controlled central system will provide the required service whenever the premises are occupied.
Check loads and usable equipment performance against the proposed layout, occupancy and operating schedule.
Review ventilation needs, exhaust sources and replacement air; cooling capacity does not establish fresh-air capacity.
Confirm ducts, zones, controls, service access and electrical connections can support the intended arrangement.
Special uses deserve early attention. A commercial kitchen, laboratory or treatment area may need a ventilation strategy that cannot be achieved by moving a few diffusers. New exhaust can introduce replacement-air, heating, cooling and electrical requirements elsewhere in the project. Resolve the system as a whole rather than pricing each item in isolation.

Plumbing, Exhaust and Physical Routes
The connection point is only part of the problem. An available drain does not confirm that the proposed fixtures can reach it by an acceptable route. Review fixture demand, water supply, hot-water requirements, drainage and venting, together with access to the areas through which new services must pass.
Check ceiling depth, slab conditions, shafts, rated assemblies and access to adjacent or lower-level spaces before assuming a new washroom or equipment location is practical. Roof and wall penetrations need coordination with the landlord and the design team. Structural review may be needed for equipment supports or openings; it should not be assumed to be included in a mechanical or electrical scope.
For food-service spaces, identify the actual cooking equipment and process before defining exhaust, replacement air and related plumbing requirements. An existing hood or a previous restaurant use is not, by itself, confirmation that a different menu and equipment arrangement are suitable. Fire Alarm and Life-Safety Interfaces
New rooms, ceilings, occupant arrangements and equipment can affect the building's existing life-safety systems. Identify whether there is a base-building fire alarm system, who maintains it and how tenant alterations must be coordinated. Review proposed changes to devices, notification coverage, emergency lighting, exit signs and relevant equipment interfaces as part of the actual design.
Coordinate fire separations, exits and any sprinkler implications with the architect and appropriate specialists. Not every tenant alteration requires a whole-building system replacement; equally, a small leased area does not make its connections independent of the rest of the building. Existing records and the applicable approval path help determine the right extent of work.

Landlord, Municipal, ESA and Utility Coordination
Engineering feasibility, permission to use a property and permission to carry out work are related but different decisions. Confirm the proposed use and alteration scope with the municipality and the appropriate design professionals. Review the landlord's technical requirements, approval process, access restrictions and allocation of work with the project team. Lease terms and legal protections should be reviewed by your legal adviser; this guide is not lease advice.
For a Toronto example, the City's non-residential interior-alterations guidance asks for existing and proposed uses on architectural plans and identifies existing life-safety information among its submission requirements. Its mechanical permit guidance lists equipment information, heat-loss/heat-gain calculations and duct design calculations. Requirements elsewhere in Ontario must be confirmed with the relevant municipality.
A municipal building permit is not an ESA electrical notification. ESA states that most electrical work requires a notification and that anyone hired to perform electrical work must be a Licensed Electrical Contractor. Confirm the notification and inspection responsibilities for the project, plus any applicable plan-review requirements. If the supply connection needs to change, engage the serving utility through its project process. Toronto Hydro's business connection guidance distinguishes service upgrades from other connection requests. Do not promise an opening date based solely on an equipment delivery date while utility capacity, landlord approvals or required shutdowns remain unresolved.
What Information Should You Gather?
A useful first package need not be complete. Send what is available, identify its age and distinguish verified information from assumptions. Missing information should become a defined follow-up task.

From Pre-Lease Review to Fit-Out Design
An early review and a construction-ready design are different services. Agree on the question each stage must answer and the evidence needed to answer it. A records review should not be presented as a complete condition assessment, destructive investigation or guarantee of municipal or utility approval.
- Screen the proposed space. Review the intended operation and available records. Identify likely constraints, missing information and whether site investigation is needed before the next decision.
- Define the engineering scope. Establish what can remain, what needs verification and what may require alteration. Identify electrical, mechanical, architectural, structural and specialist responsibilities, including landlord interfaces.
- Develop the coordinated design. Prepare the agreed calculations, distribution layouts, equipment schedules, details and technical documentation using the confirmed project basis.
- Support approvals and construction. Coordinate responses, substitutions, site questions and agreed field-review activities without losing sight of the original operating requirements.
A retail unit proposed as a café has spare breaker positions and an existing rooftop unit. A review still needs the actual kitchen equipment loads, outdoor-air and exhaust strategy, hot-water demand, drainage routes and landlord permissions. The outcome might be modest alterations or a larger upgrade; neither conclusion follows from the leasing brochure alone.

Frequently Asked Questions
When should I involve an electrical and mechanical engineer in a tenant fit-out?
Ideally while comparing spaces or defining the fit-out scope, before major equipment orders and fixed opening commitments. An early review can identify information gaps and constraints; detailed design follows once the proposed use and layout are sufficiently defined.
Does a 200-amp panel mean the space has enough electrical capacity?
No. A panel rating or spare breaker position does not establish spare capacity. The assessment needs the supply voltage and phase, upstream service and feeder constraints, existing demand and proposed equipment loads.
Can the existing rooftop HVAC unit be reused?
Possibly. Reuse depends on equipment condition, heating and cooling loads, outdoor-air and exhaust requirements, distribution, controls and the proposed operating schedule. The previous tenant's use is not sufficient evidence of suitability.
Does a municipal building permit cover the electrical work?
No. Municipal building review and ESA electrical notification and review are separate processes. Most electrical work requires an ESA notification. Utility connection changes and any applicable electrical plan review also need to be coordinated for the actual scope.
