Local Project Support

Coordinated upgrades for Whitby buildings.

Whitby projects may include municipal and institutional buildings, healthcare environments, commercial properties, industrial space, mixed-use growth and renovations to existing facilities. Capacity, ventilation, emergency systems and occupied-building sequencing can affect both the design scope and approval package.

Where a building permit is required, the Town of Whitby administers the municipal review. Electrical service connections or upgrades may involve Elexicon Energy; the project address and current connection requirements should be confirmed before the design basis is finalized.

Life-safety work can begin with our fire alarm upgrade guide; architecture-led projects can use the MEP consultant workflow for design teams.

Electrical service connection

Elexicon Energy Inc. (Elexicon Energy)

Elexicon's Conditions of Service list the Town of Whitby among its service areas and ask customers to confirm service responsibility with Elexicon. Its OEB licence defines the Whitby Hydro Rate Zone as the Town of Whitby as it stood on January 1, 1968, but places a small number of parcels on Lakeridge Road and Halls Road in Elexicon's Veridian Connections Rate Zone and lists properties on Townline Road West, Ashburn Road North, Dagmar Road and Lake Ridge Road that are served by Hydro One Networks Inc.

For general service metering, a main switch rated above 200 A needs a lockable metal-enclosed metering cabinet or a switchboard compartment for instrument transformers, and services above 800 A need a metal-enclosed switchboard; where switchgear is used, its manufacturer and shop drawings go to Elexicon for approval, and a low voltage switchgear layout must be approved by Elexicon's engineering and metering departments before the equipment is ordered.

The customer provides a meter room large enough for the service entrance and metering equipment, with lighting, a 120 V receptacle and at least 1.2 m of clear working space in front of the meters; Elexicon must be able to reach it at all hours, and exterior access is required so that readings outside business hours do not cause conflicts.

Elexicon decides transformer sizing and the primary and secondary voltages; its standard table runs up to 3000 kVA at 27.6 kV with a 600 V secondary, and demand loads above the listed capacities are assessed on application and may be served by a customer-owned transformer.

Rate zone: Whitby Hydro Rate Zone.

What to prepare

  • A completed Service Request Form from Elexicon's website, which is how any new, upgraded or temporary service is applied for in writing, after first discussing available supply, supply voltage, service location and metering with Elexicon
  • A scaled site plan placing the building(s) against existing and proposed property lines, neighbouring buildings, streets and driveways, and showing where the gas, telephone, water and cable services run
  • Service particulars: civic addresses, the billing customer's name, address and telephone number, the expected energization date, the service amperage, the secondary voltage and the service entrance location
  • Load and metering data: estimated initial and maximum kW demand, a single line diagram showing the metering provisions and listing significant loads such as lighting, motors, cooling, heating and welders, a Customer Load Summary where it applies, and an electrical room layout locating the metering equipment
  • For energization: the ESA Connection Authorization for the new or modified installation, a signed contract for service, payment of any applicable connection fee and, where Elexicon requests one, a signed Connection Agreement

Building permits

Online applications: E-Portal (portal.whitby.ca), for residential permit types; commercial, industrial and institutional applications are emailed.

Region of Durham (Durham Region)

Durham Region issues its own permits for work on Regional roads, including building or changing an entranceway and road occupancy for construction or utility work, through its online permit application; Regional roads in Whitby include Brock Street, Dundas Street West (Regional Highway 2), Taunton Road, Rossland Road, Thickson Road, Victoria Street and Lake Ridge Road. The Town collects Regional development charges together with its own and the school boards' charges when a building permit is issued; the Region's commercial, industrial and institutional charges cover water supply, sanitary sewerage, Regional roads and Regional transit, and the Region has time-limited deferral programs for some project types.

Planning and growth areas

  • Whitby's Official Plan (April 2026 office consolidation) designates Prestige Industrial areas at strategic locations with exposure to Highways 401, 407 and 412, intended for uses such as light industry in enclosed buildings, corporate and industrial offices, data processing centres, research and development, and post-secondary facilities. The plan intends at least half of new employment to be accommodated in its Prestige Industrial and General Industrial areas, and it calls for a Health Precinct near the Highway 407 and Baldwin Street interchange, to be located through the Brooklin Community Secondary Plan.

  • The same plan names Downtown Whitby, Brock/Taunton and Downtown Brooklin as Major Central Areas, the Town's main concentrations of institutional, commercial, office and residential uses, and sets minimum targets of 150 people and jobs per hectare and 25 jobs per hectare across the Whitby GO Protected Major Transit Station Area in Port Whitby. A Rapid Transit Intensification Corridor is identified along Dundas Street, and where it overlays Prestige Industrial lands those lands stay protected for employment uses.

How are commercial, industrial and institutional building permit applications made in Whitby?

Building permits in Whitby are issued by the Building Services Division of the Town's Planning and Development Department; its E-Portal takes residential permit types, while commercial, industrial, institutional and mid- or high-rise residential applications are sent by email or made as paper applications, and emailed applications go through a pre-screening step. The Town's non-residential checklist asks for the permit application form, a Commitment to General Review form in most cases, architectural drawings that include the site plan and, where applicable, structural, mechanical, electrical and fire protection drawings uploaded as separate PDFs by discipline. Please confirm current requirements on the Town of Whitby's Building Permits page.

Which utility connects a new or upgraded electrical service in Whitby?

Elexicon Energy Inc. serves the Town of Whitby, which its OEB licence treats as the Whitby Hydro Rate Zone, although the licence lists a few properties served by Hydro One Networks Inc. and some parcels that fall in Elexicon's Veridian Connections Rate Zone. Requests are made in writing on Elexicon's Service Request Form, and a new or modified service is energized only once Elexicon has the ESA's Connection Authorization, a signed contract for service and any connection fee. Please confirm current requirements on Elexicon Energy's Conditions of Service document.

Which Durham Region permits or charges can apply to a project in Whitby?

Work within a Regional road allowance in Whitby, for example on Brock Street, Dundas Street West, Taunton Road or Thickson Road, needs a Durham Region permit, such as an entranceway permit or a road occupancy permit for construction or utility work. The Town collects Regional development charges along with its own and the school boards' charges when the building permit is issued, and the Town's permits page lists the Region of Durham among the agencies an applicant may need to consult before applying. Please confirm current requirements on Durham Region's Road, Filming and Banner Permits page and the Town of Whitby's Development Charges page.

Can ETEM support both electrical and mechanical engineering for a project in Whitby?

Yes. ETEM can define the electrical and mechanical workstreams the actual scope requires. Each discipline's drawings are prepared and sealed by a licensed engineer, and shared loads, rooms, controls and construction interfaces are reviewed through one project workflow.
