ESA Electrical Plan Review in Ontario: 2026 Requirements, Drawings & P.Eng. Roles

An electrical installation can be technically designed, priced and ready to build—yet still be unable to start because mandatory ESA plan review was never identified. This guide helps Ontario owners, contractors and project teams recognize the triggers early and assemble a review-ready package.

What ESA Electrical Plan Review Is—and Is Not

The Electrical Safety Authority's plan-review process is an audit of submitted plans and specifications for compliance with the Ontario Electrical Safety Code (OESC). It is intended to identify non-compliant design conditions before equipment is purchased and before installation begins.

That distinction matters commercially. A missing ground-fault protection function, incorrect fire-pump conductor arrangement, uncoordinated generator protection or undersized EV charging service is far less expensive to resolve on a drawing than after switchgear has been released or conductors installed.

ESA also makes clear what its review is not: it does not approve or certify an electrical design, does not replace design by a licensed Professional Engineer where required, and does not replace field inspection. The design professional remains accountable for the engineering within the professional scope.

A reviewed drawing is not a blanket approval.

The review is an OESC compliance audit based on the submitted information. Changes to ratings, equipment, utility conditions or system configuration may affect the reviewed basis and should be coordinated before construction.

When ESA Electrical Plan Review Is Required

Ontario Electrical Safety Code Rule 2-010 and ESA's current guidance identify the installations that must be submitted. The table below is a screening tool, not a substitute for checking the complete current rule and project conditions.

Projects can trigger more than one row. A facility expansion, for example, may add a large feeder, modify the service, introduce standby generation and add EV charging. The plan-review strategy should follow the complete system—not only the newest piece of equipment.

What Changed on July 6, 2026: 10 kW Became 12 kW

An ESA Director's Order effective July 6, 2026 raised the Rule 2-010 plan-review threshold for the referenced Section 64 installations and bidirectional EVSE output from 10 kW to 12 kW. ESA's current wording is more than 12 kW.

This matters because older bulletins, articles, templates and internal checklists may still show 10 kW. A project team relying on an older document can apply the wrong screening threshold. The current ESA plan-review page and effective Director's Order should govern the project decision.

Use the current threshold, but do not treat the threshold as the entire design review. Equipment certification, utility interconnection, OESC compliance, professional design and inspection obligations can still apply even when a particular installation does not trigger plan review.

What a Review-Ready ESA Submission Should Include

ESA requires submissions through its Electronic Plan Review (EPR) Portal. Each civic address is submitted separately, and the plan package must be an unlocked PDF. ESA's submittal form and a single-line diagram are core documents; additional information depends on project type.

Single-line diagram

Existing and proposed sources, service, transformers, feeders, generators, transfer equipment, major loads, ratings and protective devices.

Engineering calculations

Load calculations, feeder and conductor sizing, fault-current results, voltage drop and protection studies as applicable to the installation.

Equipment schedules

Panel, switchboard, transformer, generator, ATS, EVSE, inverter and other project-specific ratings that match the drawings.

Protection and coordination

Available fault current, interrupting ratings, settings and selective-coordination information where the system or life-safety scope requires it.

Utility and service information

Supply voltage, service point, utility fault data, metering and connection requirements relevant to the proposed design.

Professional documents

Signed and sealed engineering drawings or studies where required, including the high-voltage grounding study when applicable and not exempt.

A submission should tell one consistent story. If the single-line says 1,200 A, the load calculation, switchboard schedule and equipment specifications should not say 1,000 A. If a generator feeds life-safety loads, the transfer arrangement and protection shown in each document should agree.

Clear responsibility is especially important when an owner hires the engineer and electrical contractor separately. The proposal and drawing package should state who obtains utility information, who submits through EPR, who responds to review comments, and who incorporates accepted changes into construction documents.

Common Problems That Create Plan-Review Comments and Delays

ESA's 2026 contractor guidance highlights recurring issues that plan review can identify before construction: missing ground-fault protection, incorrect fire-pump conductor or protection arrangements, generator ground-fault protection problems, omitted utility-interactive sources, and undersized services for EVSE.

  • The single-line omits existing generation, solar, storage or interconnected sources.
  • Calculated load, service rating and proposed equipment schedule do not match.
  • Available fault current is missing, outdated or inconsistent with equipment interrupting ratings.
  • Emergency and life-safety functions are shown without a coordinated transfer and protection strategy.
  • EVSE load management is described in notes but not reflected in the calculation or control architecture.
  • Equipment substitutions change ratings or protection after the reviewed package is issued.
  • High-voltage grounding information is absent or not signed and sealed where required.
  • Construction begins while the mandatory review is still outstanding.
The most expensive comment is the one discovered after procurement.

Plan the review around the equipment-release date, not the installation date. Switchgear, generators, transformers and EV charging equipment can have long lead times, but early purchase creates risk when the reviewed design is not yet stable.

A Practical Pre-Construction Workflow

  1. Screen the project. Review the service, generation, feeder, life-safety, EVSE, Section 64 and voltage characteristics against current Rule 2-010 triggers.
  2. Confirm existing conditions. Gather record drawings, equipment ratings, service information, utility data and field observations. Identify what must be verified.
  3. Develop the engineering basis. Complete load calculations, system architecture, preliminary equipment ratings, protection approach and discipline coordination.
  4. Prepare a coordinated package. Align the single-line, calculations, schedules, specifications and professional documents before submission.
  5. Submit through EPR. Use the current ESA forms, separate civic addresses, unlocked PDFs and project-specific supporting information.
  6. Close review comments deliberately. Revise all affected documents, not only the marked sheet, and maintain a clear response record.
  7. Release and construct from the controlled issue. Coordinate procurement, contractor questions, field changes, ESA notification and inspection using the accepted design basis.

What to Send Your Electrical Engineer

A useful first review does not require a perfect package, but it does require enough information to identify gaps and risks. Send:

  • Project address, use, scope and target construction date.
  • Existing single-line diagram, panel schedules and available record drawings.
  • Photos of service, switchgear, transformers, generators and equipment nameplates.
  • Utility bills, interval data or demand history when capacity is part of the decision.
  • Proposed equipment list with voltage, phase, kW/kVA, full-load current and operating profile.
  • Architectural, mechanical and life-safety drawings that affect electrical loads or routing.
  • Utility correspondence, available fault-current data and connection requirements already received.
  • Procurement dates for long-lead electrical equipment.
